Conflicto de competencia suscitado entre el Tribunal Superior de Villavicencio, Sala Civil-Familia-Laboral y el Juzgado Primero Administrativo Oral del Circuito de la misma ciudad.
Concluye la Corte que el Tribunal mencionado aplicó una regla de reparto que no desplazaba su competencia, afectando con ello la celeridad y la eficacia en la administración de justicia, así como la protección de los derechos fundamentales de la accionante.
Se dirime el asunto con la remisión del expediente a la precitada autoridad, para que asuma de manera inmediata y sin dilaciones el conocimiento de la solicitud de amparo invocada.
Se previene a dicho Tribunal para que en lo sucesivo se abstenga de proceder como lo hizo, en tanto ello se opone a la jurisprudencia reiterada y vinculante de la Corte Constitucional.

- PRIMERO. DEJAR SIN EFECTOS el auto proferido el seis (6) de septiembre de 2017, por el Tribunal Superior del Distrito Judicial de Villavicencio - Sala Civil, Familia, Laboral, mediante el cual dicho despacho judicial rechazó la competencia para conocer de la tutela interpuesta por la señora María Analfi Ángel Bustos en contra del Instituto Nacional de Medicina Legal y Ciencias Forenses - Dirección Seccional Meta y del Establecimiento Penitenciario y Carcelario de Villavicencio.
- SEGUNDO. REMITIR el ICC-3027 al Tribunal Superior del Distrito Judicial de Villavicencio - Sala Civil, Familia, Laboral, para que asuma de manera inmediata y sin dilaciones el conocimiento de la acción de tutela de la referencia.
- TERCERO. ADVERTIR al Tribunal Superior del Distrito Judicial de Villavicencio - Sala Civil, Familia, Laboral para que en lo sucesivo se abstenga de proceder como lo hizo, en tanto ello se opone a la jurisprudencia reiterada y vinculante de la Corte Constitucional.
